Why does each cabinet office PC cost the taxpayer £7k per year?

As recently as 2009-10, the government has spent £30 billion on IT, the equivalent of 30+ new hospitals. You could do worse as to delve into the history of the Rural Payments Agency (RPA). In 2005, the RPA spent £350m on a new electronic adminstration system for its payments, this was four times the original budget of £75.8m, but this wasn’t the full extent.
